1. General conditions regarding the provision of postal services

These General Conditions regarding the provision of postal services contain the general clauses applicable to the provision, by Romanian National Post Company S.A., headquartered in Bucharest, Bd. Dacia no.140, sector 2, Bucharest, registered at the Trade Registry Office attached to the Bucharest Tribunal under no. J40/8636/1998, with unique registration code 427410, hereinafter referred to as CNPR, of:

A. Postal services included in the scope of the universal service, namely:

A.1. Services consisting of the collection, sorting, transport, and delivery of postal items weighing up to 2 kg (inclusive) comprising: correspondence, printed matter, and small parcels;
A.2. Services consisting of the collection, sorting, transport, and delivery of domestic and international postal money orders;
A.3. Services consisting of the collection, sorting, transport, and delivery of domestic and international parcels weighing up to 10 kg (inclusive);
A.4. Services consisting of the distribution of international parcels with weight limits between 10 kg and 20 kg (inclusive) sent from outside Romanian territory to an address located within it;
A.5. Registered mail service comprising domestic and international postal items weighing up to 2 kg (inclusive) consisting of: correspondence, printed matter, and small parcels;
A.6. Declared value service comprising domestic and international postal items weighing up to 2 kg (inclusive) listed in A1, domestic and international parcels up to 10 kg (inclusive), and international parcels weighing between 10 and 20 kg (inclusive) sent from outside Romanian territory to an address within it;
A.7. Service for distributing payment slips for social protection rights and information documents prepared by the National Public Pensions House at the beneficiaries' domicile, if they have opted for payment via current or card account, regardless of the number of postal items subject to this service.

B. Postal services not included in the scope of the universal service, namely:

B.1. Services involving large numbers of correspondence items, large numbers of parcels, large numbers of printed matter, as well as large numbers of small packages;
B.2. Services consisting of the collection, sorting, transport, and delivery of domestic and international postal items weighing more than 2 kg, comprising correspondence and printed matter;
B.3. Postal advertising services involving domestic and international postal items;
B.4. Services consisting of the collection, sorting, transport, and delivery of "M" bags;
B.5. Services consisting of the collectin, sorting, transport, and delivery of domestic parcels with weight limits between 10 and 30 kg (inclusive);
B.6. Services consisting of the collection, sorting, and transport of international parcels with weight limits between 10 and 30 kg (inclusive) sent from Romanian territory to an address outside it;
B.7. Services consisting of the distribution of international parcels weighing between 20 and 30 kg (inclusive) sent from outside Romanian territory to an address within it;
B.8. Cash on delivery service;
B.9. Change of destination service;
B.10. Special delivery service;
B.11. Return receipt service;
B.12. Express service;
B.13. Domestic and international paper-based postal cds_invoice service.

General conditions regarding the provision of postal services, which are part of CNPR's commercial offer and represent the general clauses of the contract concluded between CNPR and the sender, are made available to the user at each access point served by personnel and on the website.
(1) Correspondence items fall under the following conditions of form, dimensions, and weight:

a) standard format (envelope or postcard/cardboard addressed, rectangular in shape, made of a single piece whose length is at least equal to the width multiplied by 1.41):

-minimum dimensions: 90 x 140 mm, with a tolerance of 2 mm;
-maximum dimensions: 165 x 235 mm, with a tolerance of 2 mm,
-maximum weight: 20 g; -maximum thickness: 5 mm.

b) “flat envelopes” format (rectangular envelopes, rectangular postcards or postcards with irregular shape):

-maximum dimensions: 305 x 381 mm;
-maximum weight: 500 g;
-maximum thickness: 20 mm.

c) “packages” format (any item in the form of a roll or parallelepiped that exceeds any of the dimensions specified for the standard category and for the flat envelopes category):

1) parallelepiped packages:

minimum dimensions: must have a face whose dimensions are not smaller than 90 x 140 mm, with a tolerance of 2 mm;
maximum dimensions: length, width, and thickness summed: 900 mm, without the largest dimension exceeding 600 mm, with a tolerance of 2 mm;
maximum weight: 2 kg.

2) rolls:

-minimum dimensions: length plus twice the diameter: 170 mm, without the largest dimension being less than 100 mm;
-maximum dimensions: length plus twice the diameter: 1040 mm, without the largest dimension exceeding 900 mm, with a tolerance of 2 mm;
-maximum weight: 2 kg.

(2) To be accepted in the CNPR postal network, correspondence items in standard format must meet the following special conditions:

a) envelopes must be closed by continuous sealing of the flap, and inscriptions must be made on the plain side of the envelope, which does not have a closing flap;

b) inscriptions must be made in the rectangular area located at a minimum distance of 40 mm from the upper edge of the envelope (tolerance of 2 mm), 15 mm from the right lateral edge, and 15 mm from the lower edge;

c) on the inscriptions side, a rectangular area 40 mm high starting from the upper edge and 74 mm long starting from the right edge is reserved for postage and cancellation marks, within this area postage stamps or cancellation marks are applied in the upper right corner;

d) no parasitic mention or graphic sign should appear:

-below the address;
-to the right of the address, from the postage and cancellation area to the lower edge of the item;
-to the left of the address, in an area of at least 15 mm, from the first line of the address to the lower edge of the item;
-in an area 15 mm high starting from the lower edge of the item and 140 mm long starting from the right edge of the item, this area possibly overlapping partly with those defined above.

e) postcards that reach a format of 165 x 235 mm may be accepted as standard items, provided they are made of paper-cardboard of a quality that offers sufficient rigidity to allow processing without difficulty.

(3) The following are not considered standard format correspondence items: folded postcards; items closed with staples, metal fastening ears or bent hooks; items whose envelope is made of a material with fundamentally different properties than paper, except for the material used for transparent spaces on window envelopes; folded postal items sent open, without an envelope, which are not closed on all sides and do not have sufficient rigidity to allow mechanical processing by CNPR.

(4) Postal items consisting of printed matter fall under the following conditions of form, dimensions, and weight:

a) “flat envelopes” format:

-minimum dimensions: 90 x 140 mm, with a tolerance of 2 mm;
-maximum dimensions: 305 x 381 mm;
-maximum weight: 500 g;
-maximum thickness: 20 mm.

b) “packages” format (any item in the form of a roll or parallelepiped exceeding any of the dimensions provided in the flat envelopes category):

1) parallelepiped packages:

-minimum dimensions: must have a face whose dimensions are not smaller than 90 x 140 mm, with a tolerance of 2 mm;
-maximum dimensions: length, width, and thickness summed: 900 mm, without the largest dimension exceeding 600 mm, with a tolerance of 2 mm;
-maximum weight: 2 kg.

2) rolls:

-minimum dimensions: length plus twice the diameter: 170 mm, without the largest dimension being less than 100 mm;
-maximum dimensions: length plus twice the diameter: 1040 mm, without the largest dimension exceeding 900 mm, with a tolerance of 2 mm;
-maximum weight: 2 kg.

(5) Postal parcels, standard format, meet the following dimension and weight conditions:

a) standard format:

-minimum dimensions: 150 x 210 mm, with a tolerance of 2 mm;
-maximum dimensions: 700 x 700 x 700 mm;
-maximum weight at presentation (domestic and international parcels): 10 kg;
-maximum weight at distribution (international parcels): 20 kg.

b) bulky parcels:

-minimum dimensions: 700 x 700 x 700 mm;
-maximum dimensions: 2 m for one dimension or 3 m for the sum of length and the largest perimeter measured in another direction than length;
-maximum weight at presentation (domestic and international parcels): 10 kg;
-maximum weight at distribution (international parcels): 20 kg.

(6) Telegrams must meet the form, dimension, and weight conditions provided in article 2.1 paragraph (4), except that the maximum admitted weight is 7 kg.

(1) Correspondence items must comply with the following shape, size, and weight conditions:


a) standard format (envelope or postcard/card, rectangular shape, single piece, whose length is at least equal to the width multiplied by 1.41):
-minimum dimensions: 90 x 140 mm, with a tolerance of 2 mm;
-maximum dimensions: 165 x 235 mm, with a tolerance of 2 mm;
-maximum weight: 20 g; -maximum thickness: 5 mm.
b) "flat envelope" format (rectangular envelopes, rectangular postcards or irregularly shaped postcards):
-maximum dimensions: 305 x 381 mm;
-maximum weight: 500 g;
-maximum thickness: 20 mm.
c) "package" format (any item in the form of a roll or parallelepiped exceeding any of the dimensions provided for the standard and flat envelope categories):
1) parallelepiped packages:
minimum dimensions: must have one face whose dimensions are not less than 90 x 140 mm, with a tolerance of 2 mm;
maximum dimensions: length, width and thickness combined: 900 mm, with no single dimension exceeding 600 mm, with a tolerance of 2 mm;
maximum weight: 2 kg.
2) rolls:
-minimum dimensions: length plus twice the diameter: 170 mm, with no single dimension less than 100 mm;
-maximum dimensions: length plus twice the diameter: 1040 mm, with no single dimension exceeding 900 mm, with a tolerance of 2 mm;
-maximum weight: 2 kg.

(2) To be accepted in the CNPR postal network, the standard format correspondence must meet the following special conditions:


a) envelopes must be sealed by continuous gluing of the closing flap, and inscriptions must be made on the plain side of the envelope, which does not have a closing flap;
b) inscriptions must be made in the rectangular area located at least 40 mm from the upper edge of the envelope (tolerance of 2 mm), 15 mm from the right side edge, and 15 mm from the bottom edge;
c) on the inscription side, a rectangular area 40 mm high starting from the top edge and 74 mm long starting from the right edge is reserved for postage and cancellation marks; within this area, stamps or cancellation marks must be applied in the upper right corner;
d) no parasitic mentions or graphic marks may appear:
-below the address;
-to the right of the address, from the postage and cancellation area to the bottom edge of the item;
-to the left of the address, in an area at least 15 mm wide, from the first line of the address to the bottom edge of the item;
-in an area 15 mm high starting from the bottom edge of the item and 140 mm long starting from the right edge of the item, this area may partially overlap with the previously defined zones.
e) postcards up to the format of 165 x 235 mm may be accepted as standard items, provided they are made from paper/cardboard of sufficient quality to allow easy processing.

(3) The following are not considered standard format correspondence items:

folded postcards; items closed with staples, metal clips, or bent hooks; items whose envelope is made of a material fundamentally different from paper, except for the material used to make transparent areas on window envelopes; folded postal items sent open, without an envelope, which are not closed on all sides and lack sufficient rigidity to allow mechanical processing by CNPR.

(4) Postal items consisting of printed matter must meet the following shape, size, and weight conditions:


a) "flat envelope" format:
-minimum dimensions: 90 x 140 mm, with a tolerance of 2 mm;
-maximum dimensions: 305 x 381 mm;
-maximum weight: 500 g;
-maximum thickness: 20 mm.
b) "package" format (any item in the form of a roll or parallelepiped exceeding any of the dimensions provided for flat envelopes):
1) parallelepiped packages:
-minimum dimensions: must have one face whose dimensions are not less than 90 x 140 mm, with a tolerance of 2 mm;
-maximum dimensions: length, width and thickness combined: 900 mm, with no single dimension exceeding 600 mm, with a tolerance of 2 mm;
-maximum weight: 2 kg.
2) rolls:
-minimum dimensions: length plus twice the diameter: 170 mm, with no single dimension less than 100 mm;
-maximum dimensions: length plus twice the diameter: 1040 mm, with no single dimension exceeding 900 mm, with a tolerance of 2 mm;
-maximum weight: 2 kg.

(5) Standard format parcels must meet the following size and weight conditions:


a) standard format:
-minimum dimensions: 150 x 210 mm, with a tolerance of 2 mm;
-maximum dimensions: 700 x 700 x 700 mm;
-maximum weight at presentation (domestic and international parcels): 10 kg;
-maximum weight at delivery (international parcels): 20 kg.
b) bulky parcels:
-minimum dimensions: 700 x 700 x 700 mm;
-maximum dimensions: 2 m for one dimension or 3 m for the sum of length and the largest perimeter measured in any other direction than length;
-maximum weight at presentation (domestic and international parcels): 10 kg;
-maximum weight at delivery (international parcels): 20 kg.

(6) Postal money orders must meet the shape, size, and weight conditions set out in article 2.1 paragraph (4), except that the maximum allowed weight is 7 kg.


(1) Correspondence items, printed matter, and postal advertising must meet the following weight conditions:


minimum dimensions: 90 x 140 mm, with a tolerance of 2 mm;
maximum dimensions: according to the provisions of art. 2.1. paragraph (1) letter c);
maximum weight at presentation: 5 kg.

(2) Postal parcels must meet the following size and weight conditions:


-minimum dimensions: 150 x 210 mm, with a tolerance of 2 mm;
-maximum dimensions: 2 m for one dimension or 3 m for the sum of length and the largest perimeter measured in any direction other than length;
-maximum weight at presentation for:
-domestic parcels: 15 kg for ordinary parcels / 20 kg for indivisible content;
-international parcels: 31.5 kg, respecting the maximum weight established by each member country of the Universal Postal Union;
-maximum weight at delivery (international parcels): 31.5 kg.

(3) Postal items subject to the services: Cash on Delivery, Change of Destination, and Acknowledgment of Receipt, must meet the following size and weight conditions:


-minimum dimensions:
-items containing documents: 90 x 140 mm, with a tolerance of 2 mm;
-items containing goods with or without commercial value: 150 x 210 mm, with a tolerance of 2 mm;

-maximum dimensions:
-items containing documents: according to the provisions of art. 2.1. paragraph (1) letter c);
-items containing goods with or without commercial value: 2 m for one dimension or 3 m for the sum of length and the largest perimeter measured in any direction other than length;

-maximum weight at presentation:
-items containing documents: 5 kg;
-domestic items containing goods with or without commercial value: 15 kg for ordinary parcels / 20 kg for indivisible content;
-international items containing goods with or without commercial value: 31.5 kg;
-maximum weight at delivery (international items): 31.5 kg.

(4) Domestic postal items subject to the Special Delivery service must meet the following size and weight conditions:


-minimum dimensions:
-items containing documents: 90 x 140 mm, with a tolerance of 2 mm;
-items containing goods with or without commercial value: 150 x 210 mm, with a tolerance of 2 mm;

-maximum dimensions:
-items containing documents: sum of length, width, and thickness: 900 mm, with no single dimension exceeding 600 mm, with a tolerance of 2 mm;
-domestic items containing goods with or without commercial value: 2 m for one dimension or 3 m for the sum of length and the largest perimeter measured in any direction other than length.
-maximum weight at presentation:
-items containing documents: 2 kg;
-items containing goods with or without commercial value: 31.5 kg.

(5) Postal items subject to the Express service must meet the following size and weight conditions:


-minimum dimensions: 90 x 140 mm, with a tolerance of 2 mm;
-maximum dimensions: 2 m for one dimension or 3 m for the sum of length and the largest perimeter measured in any direction other than length;
-maximum weight at presentation:
-domestic items: 30 kg (inclusive);
-international items: 31.5 kg, respecting the maximum weight established by each member country of the Universal Postal Union;
-maximum weight at delivery (international items): 31.5 kg.

(6) Postal money orders on paper and sent by postal means must meet the following size conditions:


-minimum dimensions: 202 x 114 mm;
-maximum dimensions: 210 x 185 mm.

(1) To be accepted into the CNPR postal network, postal items must meet the following packaging requirements:


a) they must be sealed by the sender in an intact package (without cracks or tears) that corresponds to the weight, shape, and nature of the contents, as well as the mode and duration of transport, and be in forms that are easy to handle;
b) the packaging and sealing of the postal item must protect its contents so that they cannot be damaged by pressure or repeated handling, and must prevent mixing with the contents of other postal items, with access to the contents being impossible without visible signs of tampering;
c) metal staples used to close the items must not be sharp and must not interfere with the execution of postal services;
d) it is forbidden to apply any labels on the postal items other than those related to postal services, except for those applied on the original packaging of the goods, and it is forbidden to reuse postage stamps and labels;
e) postal items must have sufficient space on the packaging or envelope for service inscriptions and label application.

(2) To be accepted into the CNPR postal network, correspondence items containing objects without commercial value (e.g., photographs, small tokens, document clips, etc.) must be packaged so as not to hinder processing operations.



(3) To be accepted into the CNPR postal network, postal items consisting of printed matter, postal advertising, and special delivery with document contents must also meet the following specific conditions:


a) they must be packaged by the sender so that their contents are sufficiently protected;
b) printed matter and postal advertising items may be placed in paper or plastic packaging, either transparent or opaque, and in the case of domestic items, they may be presented wrapped with a band, folded, or stapled;
d) the packaging of printed matter and postal advertising items must allow CNPR to verify the contents at the point of acceptance;

(4) Postal parcels and items containing goods with or without commercial value, which are subject to the services: Cash on Delivery, Special Delivery, Acknowledgment of Receipt, and Express, must be presented in their own or postal-type packaging, with the following clarifications:


a) such packaging may be made from:
cardboard, plywood, wood, metal sheet, or plastic boxes;
paper sacks, single-piece sturdy fabric sacks, plastic material or oilcloth sacks;
paper;
suitcases, containers, bags, non-standard packaging (only for items subject to Special Delivery service).
b) metal sacks and boxes must be equipped with closing and sealing systems.
c) if stitching is necessary on packaging, it must be done inside, except for the opening part which is sewn on the outside; stitches must be uniform, made with strong thread of the same quality and color, without knots.

(5) Any postal parcel and any item containing goods with or without commercial value, subject to the services: Cash on Delivery, Special Delivery, Acknowledgment of Receipt, and Express, must be packaged especially solidly if they need to:


a) be transported over long distances;
b) endure numerous transshipments or multiple handling;
c) be protected against significant climate changes, temperature variations, or, in the case of air transport, against atmospheric pressure changes.

(6) To be accepted into the CNPR postal network, unpackaged goods must meet the following specific conditions:


a) they must be gathered, joined, or held together by a strong binding secured with lead seals or other seals, so as to form a whole;
b) they must be single-piece goods (e.g., pieces of wood, metal parts, etc.) whose packaging is not common commercial practice.
c) internally, the following unpackaged items are accepted: drawing boards, children's carts and tricycles, baskets, empty packages, empty canisters, empty demijohns, etc.

(7) Used packaging is not accepted for postal items packaging, except for acceptance at presentation of postal parcels and items containing goods with or without commercial value subject to the services: Cash on Delivery, Special Delivery, Acknowledgment of Receipt, and Express, under one of the following conditions:


a) the item is repackaged in strong paper;
b) the packaging shows no damage, the contents are properly secured, and old inscriptions are covered (e.g., by sticking paper, adhesive labels, etc.).
(1) For single-piece items with sharp or cutting parts (e.g., axes, forks, scythes, shovels, hoes, etc.), the sharp or cutting part must be packaged to prevent damage to other items or injury.

(2) Glass items and other fragile objects must be packed in a sturdy box filled with appropriate protective materials to prevent any friction or impact during transport, either between items or between items and the box walls.

(3) Liquids and easily liquefiable substances must be sealed in perfectly airtight containers. Each container must be placed in a special, sturdy box with sufficient protective material to absorb the liquid in case the container breaks. The box lid must be secured so that it cannot be easily detached.

(4) Hard-to-liquefy greasy substances must be enclosed in a primary package (box, cloth sack, plastic material, etc.) which is itself placed in a sufficiently sturdy box to prevent leaks.

(5) Seeds, flour, or other loose substances must be protected by: double packaging made of sturdy cloth, sack, plastic material, etc.;
paper sacks or double bags placed inside another cloth or sack package;
paper, cloth, or plastic sacks placed inside crates.

(6) Colored dry powders or dusts are only allowed in perfectly airtight metal boxes which are then placed in sturdy boxes or wooden crates with appropriate absorbent and protective material between the two packages.

(7) Non-colored dry powders or dusts must be placed in strong, waterproof containers. These containers must themselves be enclosed in a solid box or wooden crate.

(8) Live bees, leeches, and parasites must be enclosed in boxes designed to avoid any danger.

(9) Film reels must be packed in metal or wooden boxes.

(10) Equipment, electronic or precision components, musical instruments (e.g., radios, televisions, electron tubes, light bulbs, fluorescent tubes, etc.) must be protected in special packaging equipped with springs for shock absorption and with means to protect the contents (e.g., boxes filled with expanded polystyrene, sawdust, cotton wool, wood shavings, corrugated cardboard, etc.). The packaging must be marked “Vertical” and “Keep dry”.

(11) Precious metals must be packed either in a resistant metal box or a wooden case. The case must have a minimum thickness of 1 cm for parcels weighing up to 10 kg, and 1.5 cm for parcels weighing more than 10 kg. Packaging may consist of two bags without seams between them, forming a double package. When using veneered wooden cases, their thickness may be limited to 5 mm, provided the edges are reinforced with corner braces.

(12) Organs or anatomical parts sent for analysis must be conditioned in an inner packaging consisting of hermetically sealed metal boxes placed inside wooden crates filled with absorbent material (sawdust, wood shavings, cotton wool, etc.). Only shipments addressed to analysis laboratories are accepted.

(13) Untreated furs or skins are presented in ordinary packaging. The sender provides a veterinary certificate accompanying the shipment, which is handed over to the recipient.

(14) Transport of winter trees is allowed only if accompanied by legal documents such as a receipt or invoice from the selling unit. Only domestic transport is permitted.

(15) Fresh fruits (apples, pears, quinces, etc.) must be protected in wooden or plastic containers, which may have ventilation holes so as not to soil other shipments. Only domestic shipments are accepted.
(1) Mail advertising items are accepted for submission only if deposited in a minimum quantity of 500 pieces within the same collection.

(2) Postal correspondence, printed matter, and mail advertising items under the Standard service may be submitted by the same sender or third party in unlimited quantities, deposited as a “courier number,” provided the following conditions are met:
a) they must be of the same weight / weight class;
b) they must be deposited within the same collection;
c) for domestic postal items, a minimum of 500 pieces must be deposited;
d) for international postal items, a minimum of 1,500 pieces per collection or 5,000 pieces per 2 weeks must be deposited for each destination country.

(3) Registered domestic and international postal items may be deposited in unlimited quantities by the same sender or third party; if their number exceeds 10 pieces per collection, they are presented in series (“batch items”).

(4) Postal items in the Special Delivery class are accepted for submission only if deposited in the following minimum monthly quantities:
a) 30,000 pieces for items containing documents;
b) 4,000 pieces for certain items containing goods with or without commercial value, according to CNPR’s offer.

(5) Certain postal items in the Cash on Delivery class, according to CNPR’s offer, are accepted for submission only if deposited in a minimum monthly quantity of 2,000 pieces.
(1) Items franked by franking machine and under the “TP” system, as well as “batch items,” must be submitted listed in specific manifests.

(2) For items using the “TP” (“Postage Paid”) franking system, a certain degree of presorting is required.

(3) Items consisting of printed matter and mail advertising must be identified upon submission.

(4) For items in the Special Delivery class, depending on the service offered, the following are required:
a) detailed sorting according to a specific database provided under contract by CNPR;
b) printing of the registration number as a barcode, when applicable, on the packaging of the items or on the postal form accompanying the item, or other necessary information;
c) electronic transmission of the manifests in which the items are recorded.

(5) When special rates are granted for a certain level of processing of items, detailed sorting is required at certain levels or certain processing operations depending on the service offered (e.g., printing the registration number as a barcode, electronic transmission of manifests, etc.). When applying special rates, CNPR adheres to the principles of transparency and non-discrimination regarding both the rates and the associated conditions, especially when applying such rates to users, postal item integrators from one or more users, or postal service providers.

(6) For postal items covered by postal services included within the scope of the universal service, special rates are granted in compliance with the criteria and conditions approved by ANCOM.
(1) The right half of the front side of the postal item is reserved for the sender to write the recipient's address in the lower right corner, and for applying postage stamps, franking marks, or equivalent indications in the upper right corner.

(2) Only one sender’s address and one recipient’s address must be written on a postal item.

(3) On correspondence, printed matter, mail advertising, and special delivery items containing documents, the sender’s address is written in the upper left corner.

(4) For postal items presented as envelopes, the sender may write their address on the envelope’s closing flap.

(5) For postal items presented as rolls or packaged in transparent material, the sender may write both their own and the recipient’s addresses on a single label, separated by a diagonal line.

(6) For postal items presented folded or under a banderole, the sender writes both addresses on the banderole, separated by a diagonal line.

(7) For window envelopes, the recipient’s address must be written in the window area so that it is fully visible and cannot shift outside the window space during handling.

(8) For postcards, the recipient’s address, franking marks, and related notes or labels are applied on the right half of the item, while the sender’s address is written in the designated space on the back or, if applicable, on the left front side.

(9) If a specific postal document is affixed on the front of the postal item, the sender’s and recipient’s addresses must be written in the corresponding fields of the document; if the postal document accompanies the item without being affixed, addresses must be written according to points (1), (2), and (3). Upon presentation, the sender must write both addresses on the packaging even if they are present on the postal document affixed to the item.

(10) For postal money order services on paper support, the sender’s and recipient’s postal addresses, or banking details for payments via bank accounts, must be written on the standardized postal form in the corresponding fields.
(1) Addresses must be written correctly, completely, and legibly to ensure postal items can be delivered to the destination or returned to the sender; writing must not be done with pencil or other instruments that do not provide quality printing.

(2) Addresses must be written compactly, without spacing between letters, along the length of the postal item and written in full, without abbreviations, except when internal military unit names are used.

(3) Addresses must be written using Latin letters and Arabic numerals, without erasures, corrections, or thickening of the inscriptions.

(4) It is recommended that the name of the destination locality and, where applicable, the destination country be written in uppercase letters.

(5) For postal items accepted unpackaged or packaged in material that does not allow writing addresses or related notes, the address must be written on a self-adhesive label or on a cardboard or plywood support securely attached to the item.

(6) To facilitate addressing, the sender may prepare stamps containing the necessary data and apply them on the postal item in the designated areas.

(1) Mail franked by postage meter and in the “TP” system and “batch mailings” must be presented with specific manifests.

(2) For mailings using the “TP” (“Tax Paid”) franking system, a certain degree of presorting is also required.

(3) Mailings consisting of printed matter and direct mail must be highlighted at presentation.

(4) For mailings in the special delivery class, depending on the service offered, the following is required:

a) detailed sorting according to a specific database provided under contract by CNPR;

b) printing the registration number in the form of a barcode, where applicable, on the mailing packaging or on the postal form accompanying the mailing or other necessary information;

c) electronic transmission of the manifests in which the mailings are registered.

(5) In the case of granting special rates for a certain level of processing of mailings, detailed coding is required, at certain levels or for certain processing operations, depending on the service offered (e.g., printing the registration number as a barcode, transmitting the manifests electronically, etc.). When granting special rates, CNPR applies the principles of transparency and non-discrimination both with regard to rates and the conditions associated with them, especially when applying such rates to users, integrators of mailings from one or more users, or postal service providers.

(6) For mailings that are part of the postal services included in the scope of the universal service, special rates are granted in compliance with the criteria and conditions approved by ANCOM.
(1) To be accepted in the CNPR postal network, multiple printed materials may be combined into a single postal item, provided they are addressed to the same recipient.

(2) In postal items consisting of printed materials, other objects may also be included if limited to discs, magnetic tapes, cassettes, commercial samples, informational materials that are not for commercial sale; and only if they are related to the content of the items with which they are sent.

(3) Postal items consisting of printed materials or mail advertising may not contain any annotation or document with the character of current and personal correspondence.

(4) Postal parcels may include accompanying documents of the goods contained therein (e.g., sender's and recipient's addresses, purchase invoice, inventory list, instructions for use, warranty certificate, etc.).

(5) When presenting an international postal item whose contents must undergo customs control, the sender completes a customs declaration, in which they detail, under their own responsibility, the contents of the respective item.

(6) In the case of postal items consisting of printed materials or mail advertising, it is permitted to attach a postcard or an envelope with the sender’s address inscription, which may be pre-stamped for return as a response to the sender.
(1) The following are excluded from collection, sorting, transport, and delivery: a) postal items consisting of goods whose transport is prohibited by legal provisions, even if only on a part of the route;

b) postal items whose packaging bears inscriptions contrary to public order or good morals, as well as postal items consisting of goods that contravene public order or good morals, if deposited unpackaged or in transparent packaging;

c) postal items bearing old labels or inscriptions that have not been removed;

d) postal items whose processing requires special conditions that CNPR cannot provide;

e) postal items whose content or outer packaging could affect the integrity and health of persons or cause material damage;

f) postal items without declared value containing the following objects: coins; bank tickets; banknotes or bearer securities; travelers’ checks; platinum, gold, silver, processed or not; precious stones; jewelry and other precious objects;

g) postal items containing the following materials and objects: narcotics and psychotropic substances; explosive, flammable or other dangerous substances, as well as radioactive substances; obscene or immoral objects; live animals, except those provided for in art. 2.5. para. (8); weapons, ammunition, parts and accessories thereof; as well as other postal items, according to the provisions of art. 2.12. para. (2);

h) postal items franked with stamps cut out from postal effects or other forms or with used stamps or by any other fraudulent means of franking;

i) postal items containing goods with or without commercial value, addressed to recipients in detention facilities.

(2) It is forbidden to insert in lower-tariff postal items other postal items for which higher tariffs are set or tariffs that, in total, exceed the tariff of the item in which they were inserted.

(3) The following categories of postal items are admitted to collection, sorting, transport, and delivery only if, in addition to the general conditions, the special conditions provided for the transport of these goods are also met, as follows:

a) postal items consisting of goods for which special transport conditions are established by administrative, economic, sanitary, veterinary, phytosanitary, and other similar provisions, under the conditions provided by these provisions;

b) postal items consisting of goods whose transport, loading, unloading, or transshipment present handling difficulties for CNPR’s means or installations, under the technical and operational conditions agreed upon by CNPR with the user, for each case.

(4) If postal items that meet the addressing conditions provided in arts. 2.8. - 2.10. are admitted to presentation but the address indicated by the sender is incorrect/incomplete or missing, the postal service is carried out at the sender’s risk.

(5) If postal items that meet the addressing or packaging conditions are admitted to presentation but the content of the postal item was not protected so that it cannot be damaged by pressure or successive handling and does not mix with the contents of other postal items, the postal service is carried out at the sender’s risk.

(6) If postal items are admitted to presentation that meet the packaging conditions but contain prohibited objects, these items are neither forwarded to the destination, nor delivered to the recipients, nor returned to the sender, being handled according to the legislation in force.

(7) In the case provided in art. 2.12. para. (6), CNPR is obliged to inform the originating postal administration, in the case of an international item, or the sender, in the case of a domestic item, about the treatment applied to that item, specifying the prohibition under which the retained postal item falls.

(8) Torn, damaged, dirty, or forms completed with combined ink and paste for postal money orders are not admitted to presentation.
(1) CNPR, through its own means, ensures the delivery of postal items to all geographical areas of Romania, namely to all localities in the country.
(1) Proof of identity/quality as representative of the sender legal entity of the person submitting the postal item at the access point served by personnel is the delegation and identity document.

(2) Proof of identity/quality as representative of the recipient legal entity of the person receiving the postal item at the contact point served by personnel is the delegation and identity document. (1) For domestic postal items, the minimum declared value is 20 lei, and the maximum declared value is unlimited. For international postal items, the minimum declared value is 30 DTS, and the maximum declared value is 4,000 DTS.

(2) For domestic postal items, the amount of cash on delivery and postal money orders on paper is unlimited. The cash on delivery amount is not conditioned by the declared value. For international postal items, the maximum cash on delivery amount is established according to bilateral international agreements. For international postal money orders on paper, the maximum amount is established according to bilateral international agreements.
(1) For domestic shipments – amounts are expressed in lei or EUR;

(2) For international shipments – amounts are expressed in USD or EUR according to bilateral agreements.
(1) Postal services provided by CNPR can be paid in cash, by bank transfer, card, advance account, or international reply coupons.

(2) Fees are generally paid in advance of the postal service.

(3) CNPR may accept, by contract, payment under conditions other than those provided in art. 2.17., para. (2).
(1) Postal items, except for postal money orders on paper, which could not be delivered nor returned to the senders, are kept by CNPR at the disposal of users for 18 months from the date of deposit.

(2) After the 18-month period mentioned in art. 3, para. (1) expires, the postal items become the property of CNPR.

(3) In the case of postal items that cannot be delivered to recipients nor returned to senders, containing perishable food or substances that by their nature harm the environment, persons, or other postal items, CNPR collaborates with authorized institutions to release processing responsibilities.

(4) Unclaimed amounts, in the case of postal money orders on paper, whose payment or reimbursement has not been claimed by the entitled persons within 6 months from the date of deposit, remain definitively acquired by CNPR.

(2) For postal services involving domestic postal items, the sender is entitled to compensation, the amount of which is determined as follows:

a) in case of loss, theft, or total destruction, CNPR is liable:

(1). for the entire declared value, for a postal item that is subject to a declared value service;
(2). for the entire declared value, for a postal item that is subject to a cash-on-delivery service, up to the time of delivery to the recipient;
(3). for the entire COD value, for a postal item that is subject to a cash-on-delivery service, after delivery to the recipient, when the postal service provider failed to collect the COD from the recipient;

b) in case of partial loss, partial destruction, or damage, CNPR is liable:

(1). for the declared value of the missing, destroyed, or damaged part listed in the inventory note, for postal items submitted open, subject to a declared value service;
(2). for the proportional part corresponding to the missing weight from the declared value, for postal items submitted closed, subject to a declared value service;

c) for delayed delivery of internal Express items, the fees paid at the time of submission are refunded to the sender, minus the value of a:

(1). non-priority internal letter with the additional "Registered" service, in the case of an Express document item;
(2). domestic parcel, in the case of an Express item containing goods with or without commercial value. (Text amended according to internal regulations. Click here to view)

(3) To the amounts provided in art.5, paragraph (2), letters a) and b), the legal penalty interest is added, which accrues from the moment of filing the prior complaint or, as the case may be, the filing of the legal claim, whichever occurs first.

(4) In the case provided for in art.5, paragraph (2), letter a), CNPR is also obliged to refund the fees paid at the time of deposit of the postal item at the access point.

(5) In the event of failure to provide additional features of postal services, as indicated by the sender through special instructions, only the additional fees collected beyond the standard postal service fee are refunded.

(6) For postal services involving international postal items, CNPR is liable as follows:

a) in case of loss, theft, or total destruction of postal items:

1. for a postal item subject to declared value service, the sender is entitled to compensation equal to the RON equivalent of the declared value in SDR;

2. for a document-containing postal item subject to registered mail, acknowledgment of receipt, and Express services, the user is entitled to compensation equal to the RON equivalent of 30 SDR as communicated annually by the UPU International Bureau. If the user requests compensation lower than the RON equivalent of 30 SDR, CNPR pays the requested value;

3. for a postal item containing goods with or without commercial value, subject to standard parcel, acknowledgment of receipt, and Express services, the user is entitled to compensation corresponding to the actual value of the damage, but not more than the RON equivalent of the sum of 40 SDR/item and 4.5 SDR/Kg.

b) in case of partial loss, partial destruction, or damage to postal items:

1. for a postal item subject to declared value service, the user is entitled to compensation corresponding to the actual value of the damage, but not more than the RON equivalent of the declared value in SDR.

2. for a document-containing postal item subject to registered mail, acknowledgment of receipt, and Express services, the user is entitled to compensation corresponding to the actual value of the damage, but not more than the RON equivalent of 30 SDR as communicated annually by the UPU International Bureau.

3. for a postal item containing goods with or without commercial value, subject to standard parcel, acknowledgment of receipt, and Express services, the user is entitled to compensation corresponding to the actual value of the damage, but not more than the RON equivalent of the sum of 40 SDR/item and 4.5 SDR/Kg.

c) for delayed Express delivery, the user is entitled to compensation consisting of:

1. for Express documents weighing up to 2 kg: the difference between the Express delivery fee and the fee for a priority registered mail for the same destination and weight category.

2. for Express documents over 2 kg and for goods with or without commercial value: the difference between the Express delivery fee and the fee for a priority parcel for the same destination and weight category.

This compensation is paid for delays identified both in the domestic and international networks.

(7) In case of loss, theft, or total destruction of international postal items subject to registered or declared value services, CNPR also refunds the fees paid at the time of submission, except the registered mail fee and the declared value insurance fee.

(8) The amount of compensation for international postal items subject to declared value, Express, and standard parcel with acknowledgment of receipt services is calculated based on the SDR/RON exchange rate published by the National Bank of Romania valid at the date of submission.

(9) The amount of compensation for international postal items subject to registered and acknowledgment of receipt services containing documents is calculated based on the annual average daily SDR/RON exchange rate published by the National Bank of Romania.

(10) For the paper-based postal money order service, CNPR is liable for the full amount deposited at the access point. The provisions of art. 5 paragraph (4) apply accordingly.

(11) Compensation rules:

Indirect damages (especially those related to the value of goods included in postal items) and unrealized benefits are not compensated.

Total loss of content is equivalent to loss of the postal item.

When the sender declares a value lower than the actual value, compensation is granted based on the declared value.

If the proof of delivery of the registered postal item confirmed in writing by the recipient is lost, CNPR is obliged to issue and provide the sender with a duplicate of the delivery proof.

Legal interest is calculated up to the day before the sender receives the registered letter from CNPR stating the award and amount of compensation.

Compensation is paid in cash at the nearest post office to the sender’s address mentioned in the complaint or by another method agreed with the client.

Compensation is granted for unregistered domestic postal items if the sender or a third party presents proof of submission at the access point.

(12) CNPR is not liable for total or partial loss or damage of postal items if these circumstances occurred due to the physical installations of recipients through which items are delivered (e.g., inadequate mailbox dimensions, lack of mechanical protection against theft, etc).

(13) CNPR assumes no responsibility for non-delivery or delayed delivery of postal items in all cases where fault lies with the recipient or sender (e.g., non-existent recipient mailbox, recipient’s failure to collect from the postal unit after notification, etc).

(14) For international items submitted, transited, or delivered within Romanian territory, CNPR is also liable under the provisions of the Acts of the Universal Postal Union and applicable international agreements.
(1) The user is entitled, within the limits provided by law, to compensation corresponding to the actual value of the damage caused by the loss, theft, total or partial destruction, or damage of the postal item, a value which shall not exceed the limits provided in art. 5. Indirect damages and unrealized benefits are not compensated.

(2) The sender may waive their right to compensation in favor of the recipient.

(3) Within 6 months from the date the postal item was submitted at the access point in CNPR’s postal network, the user (sender or recipient) has the right to claim loss, pilferage, destruction of the postal item, delay of Express items, and improper execution of the paper-based postal money order service. In the case of international Express items, the claim period is according to the provisions of international agreements.

(4) The user is obliged to comply with the acceptance conditions for postal items upon submission at a CNPR access point and with the delivery conditions.
(1) The user is liable under the law for:

1. submitting to a CNPR access point the following categories of postal items:

a) postal items consisting of goods which, by their nature or the way they are packaged, may cause damage to persons, the environment, used equipment, or other goods;

b) postal items whose packaging bears inscriptions that are contrary to public order or good morals, as well as postal items consisting of goods that are contrary to public order or good morals, if submitted unpackaged;

c) postal items consisting of goods whose transport is prohibited by legal provisions, even if only along part of the route;

d) postal items consisting of goods for which special transport conditions are established by legal provisions—administrative, economic, sanitary, veterinary, phytosanitary, or similar—and which violate the mandatory conditions set by these provisions.

2. inserting into postal items charged at a lower rate other items for which higher rates are established or whose combined rates exceed the rate of the item they are placed in;

3. affixing postage using stamps cut from postal effects or other forms with printed postal marks, used stamps, or by any other fraudulent means;

4. obstructing the installation of mailboxes or physical installations that serve as contact points;

5. destroying or damaging mailboxes or physical installations that serve as contact points, or their unauthorized opening;

6. placing on or near an object any signs, inscriptions, markings, emblems, or other identification means that could cause confusion with mailboxes or physical installations serving as contact points;

7. placing in mailboxes or physical installations serving as contact points any goods that could cause damage to persons, the environment, used equipment, or other goods.

8. using signs, inscriptions, markings, emblems, stamps, or any other identification means that may cause confusion with those used by CNPR.
(1) The legal framework underlying the complaint resolution mechanism received from users, especially regarding loss, theft, partial or total destruction, or damage of the postal item, as well as non-compliance with the quality conditions of services:

  • e) Regulations of the Acts of the Universal Postal Union in force.

(2) The prior complaint may concern postal services related to domestic or international items.

(3) The prior complaint may be submitted only by the postal service user: sender or recipient. The user may be a natural or legal person.

(4) The prior complaint can be submitted through the following channels:
  • a) via a postal service with acknowledgment of receipt;
  • b) by completing and submitting a standard or non-standard form at the postal counter;
  • c) electronically, via the website www.posta-romana.ro, by completing the corresponding complaint form.

(5) Deadlines:
  • a) Submission deadline: 6 months from the deposit of the item (for domestic); for international express, between 1 and 4 months (exception: Cuba – 3 weeks).
  • b) Resolution deadline: 3 months (or 2 months for international money orders on paper).
  • c) Retention period for unclaimed items: 18 months.

(6) Submission and registration of the prior complaint must follow these rules:
  • a) The user receives a registration number (automatically online or confirmed with a physical signature).
  • b) The complaint must include mandatory data: name/title of sender/recipient, addresses, service used, type of item, registration number, access point, date of deposit, reason for the complaint, contact details, possibly bank account, paid fees, contents of the international item.

(7) Complaint acknowledgment is provided by the corresponding method:
  • a) Registration number from the registry, for complaints submitted at the counter.
  • b) Signed confirmation, for those sent by post.
  • c) Automatic response with registration number, for those submitted online.

(8) The complainant must provide relevant evidence: packaging, damaged goods, invoices, reports, etc.

(9) Conclusion of investigations:
  • a) A response is sent to the user.
  • b) If the complaint is justified, the sender receives compensation via postal money order (or bank account if requested). If the sender has waived their right in favor of the recipient, the recipient’s agreement is required.
  • c) Compensation is granted only once, to one of the users (sender or recipient).

MyPostalcard – a hybrid mail service that allows users to create personalized illustrated postcards using the Buyer’s images and to send them in printed physical format to the address entered by the buyer. The service is offered in two variants: Basic (simple non-priority domestic/international correspondence) and Premium (priority domestic/international correspondence with the additional Registered service). In the case of the Premium option, personalized postcards are delivered in a sealed envelope

MyMark – offers clients (individuals or legal entities) the possibility to use personalized images to create stamp-type labels that can be affixed to correspondence envelopes sent for various occasions (special event invitations, business events, etc.). MyMark personalized stamp-type labels have no postal value and cannot be used to pay for Romanian Post correspondence services. To send postal items customized with MyMark labels, payment for postal services according to applicable rates is required

MyLetter – offers clients (individuals or legal entities) the ability to use images or photos to create personalized envelopes for correspondence sent on various occasions (special event invitations, business events, etc.)

Buyer – the individual/legal entity or any legal entity that places one or more orders on the site through the dedicated sections of the website www.posta-romana.ro

Visitor/User – any individual/legal entity who uses the Site for informational purposes without creating an account or placing orders

Registered User – an individual/legal entity who uses the Site for placing orders and who has a registered account on the Site and who, by completing the account creation process, has agreed to the specific clauses of the Site in the Terms and Conditions section

Goods and Services – any product or service, including the documents and services mentioned in the Order, that will be provided to the Buyer by the Seller following the placement of an order, after the transaction has been validated. On the Romanian Post website, Visitors and Users can purchase the following Goods and Services: E-mandat, Press Subscriptions, MyPostalcard, MyMark, and MyLetter. To purchase these Goods and Services, the Buyer may use the payment methods available on the Site

  • all the information on the Site that can be visited, viewed, or otherwise accessed using electronic equipment (desktop computer, laptop, tablet, and smartphone);
  • the content of any email sent to Buyers by the Seller via electronic means and/or any other available communication method;
  • information related to the Goods and/or Services and/or the rates practiced by the Seller during a certain period;
  • data regarding the Seller, or other privileged data of the Seller.


Document – these Terms and Conditions

Newsletter – a periodic information tool, exclusively electronic, namely by electronic mail (email) about the Goods and Services and/or promotions carried out by the Seller during a certain period, without any obligation on the part of the Seller regarding the information contained therein

Transaction – the collection or refund of an amount resulting from
3.1 By placing an Order on the Site, the Buyer agrees to the method of communication (email) through which the Seller conducts its commercial operations.

3.2 The contract is considered concluded between the Seller and the Buyer at the moment the Buyer receives from the Seller, via email, the transaction validation notice.
4.1 Access for placing an Order on the Site is permitted to any User.

4.2 Communication with the Seller can be carried out via telephone, email, or correspondence sent to the address listed in the “contact” section of the Site. The Seller reserves the right to manage the received information without being required to provide justification for doing so.

4.3 Posta Romana reserves the right to request Users/Buyers to manually enter captcha validation codes in order to protect the information on the Site.

4.4 Posta Romana may publish on the Site information regarding Goods and/or Services and/or promotions offered by it.

4.5 All prices related to the Goods and/or Services presented on the Site are expressed in lei (RON). Prices for postal services within the scope of the universal service are VAT exempt. Prices for additional postal services (registered, acknowledgment of receipt, poste restante, electronic acknowledgment of receipt, phone notification, personal), postal services outside the universal service scope, as well as non-postal services, include VAT. For each service/category of services, it is specified, where applicable, whether the expressed prices are VAT exempt or VAT inclusive, with the VAT rate being 19%.

4.6 The Seller is not and cannot be held responsible for any additional costs borne by the Buyer, including but not limited to currency conversion fees applied by the card-issuing bank if the card’s issuing currency differs from RON. Responsibility for this action lies solely with the Buyer.

4.7 All information used to describe the Services available on the Site (static/dynamic images/multimedia presentations/etc.) does not represent a contractual obligation from the Seller, being used solely for presentation purposes.
5.1 The Client/Buyer may place the following types of Orders on the site: E-mandates, Press subscriptions, MyPostalcard, MyMark, and MyLetter.

5.2 Orders are placed by filling in the forms available in the dedicated sections. The Order is finalized after online payment is made on the Site via a bank card, or by payment at the post office or postal agent in the case of press subscriptions.

5.3 E-cds_invoice Orders are subject to the following conditions:

5.3.1 When placing an E-cds_invoice Order, the Buyer will pay both the transferred amount and the delivery service fee, according to the current rates. These rates can be consulted on the dedicated pages of the website www.posta-romana.ro

5.3.2 Both the Recipient (for E-mandates to a bank account) and the Sender must have a bank account with a bank that issues VISA, Visa Electron, MasterCard, or Maestro credit/debit cards.

5.3.2 The amount that can be sent via an E-cds_invoice registered on CNPR’s website (www.posta-romana.ro) is limited to 10,000 RON per transaction. There is no limit to the number of transactions a client can place on the CNPR website.

5.3.3 The Sender must provide the full name and complete postal address of the Recipient in the online form available on the Site for the E-cds_invoice service.

5.3.4 If the Recipient is not found at home, the E-cds_invoice will be available for pickup at the postal subunit serving the recipient’s address for 10 calendar days (default holding period). This period can be extended by the Sender up to a maximum of 30 calendar days.

5.3.5 Internal money transfer Orders (E-mandates) placed before the daily processing cutoff time will be processed on the same business day. Orders placed after the cutoff time will be processed on the next business day. The cutoff time on business days is 14:00.

5.3.6 After the Order is confirmed and the Transaction validated (debiting the amount corresponding to the E-cds_invoice, including both the money sent and the postal service fees), the E-cds_invoice is registered and follows the same steps as one sent from a postal office counter.

5.3.7 The processing time for an E-cds_invoice is 24 hours (Z+1 business day) for Recipients in urban areas, or 48 hours (Z+2 business days) for Recipients in rural areas, according to the rules outlined above.

5.3.8 If the E-cds_invoice Recipient is an incarcerated person in a penitentiary, detention center, educational center, or prison hospital, the Sender must complete the recipient section as follows:
- Delivery method: Where the money is sent – “To recipient’s account”
- Recipient: Full name – “Name of the penitentiary”
- Tax identification code: Fill in the penitentiary’s tax ID code
- Ref. Order no.: Fill in the penitentiary’s tax ID code
- Registered office: Fill in the penitentiary’s address
- Bank: “State Treasury”
- IBAN code: Fill in the penitentiary’s IBAN code
- Correspondence: Full name, birth date, and parents’ names of the incarcerated person must be filled in

5.4 MyPostalcard/MyLetter/MyMark Orders are subject to the following conditions:

5.4.1 For each MyPostalcard Order made via the site, the Buyer agrees to pay, based on the selected option (Basic or Premium): the rate for priority/non-priority correspondence (VAT exempt), the fee for the Registered add-on service (VAT included), and the image processing fee (VAT included).

5.4.2 The Seller will cancel any MyPostalcard Order made by the Buyer, with prior notice and without further obligations, or without either party being entitled to claim damages, if the images and texts submitted for processing:
- Violate public order and morality
- Are discriminatory
- Are political, immoral, sexist, pornographic, reprehensible, or offensive
- Depict or incite violence
- Promote extremist ideologies
- Use content that violates the law
- Advertise or offer products/services in breach of legislation
- Encourage or incite the breach of legal provisions

5.4.3 The processing time for the MyPostalcard service is:
- Z+3 business days for the priority option (domestic Premium MyPostalcard)
- Z+6 business days for the non-priority option (Basic MyPostalcard)

5.4.4 If the Buyer selected MyPostalcard Premium, they agree that the envelopes containing the postcards will be delivered directly to the Recipient’s mailbox and will not request delivery proof.

5.4.5 The processing time for the MyMark and MyLetter services is Z+3 business days.

5.5 By finalizing the Order, the Buyer confirms that all provided data is correct, complete, and accurate.

5.6 The Seller may cancel the Order in the following cases:
- Payment not accepted by the bank
- Transaction invalidated by the card processor
- Incomplete/incorrect data on the Site
- For press subscriptions: both the subscription value and postal delivery fees are due

5.7 If an Order is placed on a non-working day, the processing time starts on the next business day.
6.1 In the case of purchasing press subscriptions, the final price paid by the Buyer consists of the subscription price for the selected publication(s) and the subscription period (expressed in lei and including VAT), plus the distribution fee;

6.2 In the case of using the E-cds_invoice service, the final price paid by the Buyer consists of the amount they wish to send + the E-cds_invoice service fee + any applicable fees for additional services.

6.3 For the MyPostalcard / MyMark / MyLetter services, the final price paid by the Buyer consists of the universal correspondence service fee corresponding to the appropriate weight tier based on the quantity chosen (domestic/international correspondence, non-priority/priority speed), the fee for the additional registered service, and the fee for image processing and printing.
7.1 Clientul are la dispoziție 3 metode de plată.

7.1.1 Prima metodă de plată este “Plata în numerar la ghișeul subunității poștale sau prin factorul poștal” - tranzacția intră în starea “în curs de încasare”. Clientul este informat că are la dispoziție 7 zile pentru a efectua plata serviciului/serviciilor inițiate prin punctul de acces online și că tarifele pot fi modificate fără o notificare prealabilă – pot exista cazuri în care, la momentul plății la ghișeu, clientul să constate că tarifele sunt diferite de cele de la momentul înregistrării comenzii. Formularul de plată va fi transmis pe e-mail Cumpărătorului, pentru a putea fi printat. Plata se face la ghișeul poștal al unei subunități informatizate, unde nu este necesar să se mai completeze vreun formular. Datele serviciului/serviciilor comandate online se preiau în aplicațiile existente din aplicația informatică a punctului de acces online. Chitanța pentru serviciul inițiat online este generată de aplicația informatică actuală utilizată pentru serviciul respectiv, iar comanda trece imediat în starea “plătită”.

7.1.2 A doua metodă de plată este “Plata prin virament bancar” - tranzacția intră în starea “în curs de încasare”. Clientul este informat că are la dispoziție 7 zile pentru a efectua plata serviciului/serviciilor inițiate prin punctul de acces online și că tarifele pot fi modificate fără o notificare prealabilă. Pot exista cazuri în care, la momentul înregistrării plății în contul CN Poșta Română, tarifele să fie diferite de cele de la momentul înregistrării comenzii, astfel încât să fie necesară plata sau returnarea unei diferențe. După selectarea acestei opțiuni de plată, aplicația informatică pentru punctul de acces online va afișa formularul de plată. Formularul de plată va fi transmis pe e-mail clientului, pentru a putea fi printat. Clientul este îndrumat să înscrie pe ordinul de plată numărul comenzii. Clientul se adresează unei subunități poștale informatizate pentru efectuarea serviciului/serviciilor comandate - în funcție de natura acestora este posibil să nu mai fie nevoie să se prezinte la oficiu; nu mai este necesar să se mai completeze vreun formular. Subunitatea poștală verifică apariția în contul CN Poșta Română a sumei aferente comenzii; apariția sumei în contul bancar dedicat poate genera un mesaj transmis pe adresa de mail a clientului prin care să fie confirmată primirea sumei. Chitanța pentru serviciul inițiat online este generată de aplicația informatică actuală utilizată pentru serviciul respectiv, iar comanda trece imediat în starea “plătită”.

7.1.3 A treia metodă de plată este “Plata Online cu card bancar” (Visa/Maestro/Mastercard). Dacă Cumpărătorul a ales metoda de plată "Online prin card bancar" pentru Bunurile și Serviciile achiziționate pe Site, este necesar să completeze un formular cu informațiile despre cardul deținut în pagina securizată a procesatorului de plăți (BCR – euplatesc.ro).
- Plățile cu carduri de credit/debit emise sub sigla Visa și MasterCard (Visa/Visa Electron și MasterCard/Maestro) se efectuează prin intermediul sistemului "3-D Secure" elaborat de organizațiile care asigură tranzacțiilor online același nivel de securitate ca cele realizate la bancomat sau în mediul fizic, la comerciant.
- "3-D Secure" asigură în primul rând că nicio informație legată de cardul dumneavoastră nu este transferată sau stocată, la niciun moment de timp, pe serverele magazinului sau pe serverele procesatorului de plăți, aceste date fiind direct introduse în sistemele Visa și MasterCard.
8.1 The Seller shall issue an invoice to the Buyer for the Goods and Services delivered, and the Buyer is obligated to provide all necessary information for issuing the invoice in accordance with applicable legislation.

8.2 The Seller will electronically send the invoice related to the Order containing Goods and/or Services to the email address provided by the Buyer in their Account or in the form that must be completed to place the Order, in case the Buyer did not choose to open an Account.

8.3 For the correct communication of the invoice related to the Order, the Buyer is responsible for updating the data in their Account whenever necessary and for accessing the information and documents related to each Order, available in the Account. Through this method of communication, the Buyer, by accessing their Account, will have a record of the issued invoices, being able to save and archive them at any time and in any manner they desire.

8.4 The payment card data of the Client/User/Buyer will not be accessible or stored by www.posta-romana.ro or by the payment processor integrated into the Site, but only by the institution authorizing the Transaction or another entity authorized to provide card data identification storage services, whose identity will be disclosed to the Client/User/Buyer prior to entering the data.
9.1 The Seller shall provide services and perform deliveries through the postal subunit to which the Recipient of the Goods and Services purchased by the Buyer is assigned.

9.2 The Seller will deliver the Goods and Services only within the territory of Romania (for E-Mandate and Press Subscriptions). For MyPostalcard, MyMark, and MyLetter services, the Seller will deliver goods both within Romania and outside its territory.

9.3 Payment to the person indicated by the client for the E-cds_invoice service is made throughout the entire country.

9.3.1 E-mandates whose beneficiaries have a postal address are paid in cash, while e-mandates addressed to bank account holders are transferred to the bank account (the account must be provided in IBAN format, according to the regulations of the National Bank of Romania).

9.3.2 The e-cds_invoice with beneficiaries who have a postal address is directed for payment to the postal subunit that distributes to the address recorded in the web form by the sender. If the recipient is not found at the indicated address, they are notified to present themselves at the payment postal subunit’s office to collect the transmitted amount.

9.3.3 The standard period during which the transmitted amount is available to the recipient is 10 (ten) calendar days, or a period established by the sender (maximum 30 days).

9.3.4 Recipients must present valid identity documents in order to take possession of the transmitted amount. Domestic and international legislation regarding the prevention and combating of money laundering and terrorism financing requires client identity confirmation.
10.1 If, for various reasons, CNPR is unable to pay the transaction amount (excluding fees), it will be returned to the sender, to the bank account associated with the card used for the transaction, in accordance with applicable legislation.

10.2 Reasons that may lead to the impossibility of paying the amount: (the list is indicative and not exhaustive):
- incomplete or incorrect information regarding the recipient's name or address;
- refusal to accept the amount;
- deceased recipient;
- expiration of the retention period (by default, 10 calendar days) available to the recipient.
11.1 When the Client creates an Account on the Site, they have the option to express their consent to receive Newsletters.

11.2 The Client or Buyer can unsubscribe from receiving Newsletters at any time by using the dedicated link provided in any Newsletter.

11.3 Unsubscribing from Newsletters does not imply withdrawal of the consent given for this Document.
Posta Romana is not responsible for any delay or error resulting directly or indirectly from causes beyond the control of www.posta-romana.ro. This exemption includes, but is not limited to: malfunctions of Posta Romana's technical equipment, lack of Internet connection, lack of phone connections, computer viruses, unauthorized access to www.posta-romana.ro systems, operating errors, as well as force majeure events as defined by the applicable Romanian legislation.

4. Privacy and personal data processing security policy

In accordance with the provisions of the General Data Protection Regulation (EU) No. 679/2016 – GDPR or the Regulation, concerning the protection of natural persons regarding the processing of personal data and the free movement of such data, CN POŞTA ROMÂNĂ SA - CNPR processes personal data for legitimate purposes, respecting the principles mentioned below.

CNPR collects and processes personal data for the purposes of:
- providing postal services;
- advertising, marketing, and publicity;
- customs brokerage activities.

The processing period of your personal data is as follows:
- for services purchased on the site (E-Mandate with online payment, MyPostalcard, MyMark, MyLetter, Press Subscriptions) it is 18 months;
- for Internal and External Complaints it is 3 months;
- for the Customer Support Form it is 30 days.

The processing of personal data is carried out responsibly by mixed means (manual and automatic), respecting legal requirements and under conditions that ensure security, confidentiality, integrity, availability, transparency, and respect for the rights of the data subjects.

1. Principles of personal data processing

Notification: CNPR, as the personal data controller, is registered with the National Supervisory Authority for Personal Data Processing under no. 8077 from 10.01.2008;

Legality: Personal data is processed in good faith, based on and in accordance with the applicable legal provisions, including the provisions of the Regulation;

Purpose and purpose limitation: Any processing of personal data is carried out for well-defined, explicit, and legitimate purposes, adequate, relevant, and not excessive in relation to the purpose for which the data is collected and subsequently processed;

Confidentiality: Persons processing personal data on behalf of CNPR have an explicit confidentiality clause in their individual employment contract and job description regarding the processing of personal data;

Consent of the data subject: In certain situations, except for processing involving data categories strictly mentioned in the Regulation, processing may only be carried out if the data subject has given explicit and unequivocal consent for that processing; in other cases, CNPR will also carry out processing in accordance with the provisions of the Regulation and applicable legislation;

Information: Data subjects are explicitly informed, through online and offline means, that their personal data will be processed for the purpose of providing CNPR services;

Protection of data subjects: Data subjects are guaranteed the right to information and access to their processed data, the right to rectification, the right to restriction and deletion of data, the right to data portability, and the right not to be subject to an individual decision based on personal data processing. Also, the data subject has the right to address the National Supervisory Authority for Personal Data Processing or the courts to defend any legally protected rights that have been violated;

Protection of minors: Minors aged 14 and over may purchase products or services in their own name and request and receive communications from CNPR with the consent of their legal representative, according to the law. Any processing of minors’ personal data will be carried out only under legal conditions.

Data transfer: CNPR does not transfer personal data except in cases expressly provided by law;

Profiling: CNPR does not create profiles of postal service users. For marketing studies developed by CNPR, explicit consent of data subjects is requested.

Accuracy: CNPR needs the support of its clients in providing data for postal services, but the accuracy of this data depends on the quality of information provided by data subjects and/or contractual partners;

Identification: To resolve requests regarding the processing of personal data addressed to CNPR, the data subject must prove the use of the postal service;

Storage: CNPR stores personal data for the period necessary to achieve the purposes for which they were collected, and to comply with applicable legal provisions;

Security: CNPR uses security methods and technologies, along with policies applied to employees and working procedures, including control, evaluation, and audit, to protect the personal data collected in accordance with legal provisions.

2. Personal data processing policy

In accordance with the principles of the Regulation and applicable legislation, CNPR is obliged to responsibly process the personal data provided to it.

3. Rights of the data subject

According to the provisions of the Regulation, the data subject has the following rights:

- the right to obtain from CNPR, upon request and free of charge, confirmation whether personal data concerning them is or is not processed by CNPR, and if data is processed, the right to access such data;
- the right to obtain from CNPR, upon request and free of charge, the rectification, updating, blocking, or deletion (right to be forgotten) of data processed not in compliance with the Regulation;
- the right to obtain from CNPR, upon request and free of charge, notification to third parties to whom data was disclosed of any operation carried out according to the Regulation, unless this notification proves impossible or involves a disproportionate effort compared to the legitimate interest that could be harmed;
- the right to object and restrict, at any time, for legitimate and justified reasons, the processing of data concerning them, except where legal provisions state otherwise; in case of justified objection, processing of the data may no longer apply;
- the right to data portability, meaning receiving personal data in a structured, commonly used, and machine-readable format and the right to have such data transmitted directly to another operator, if technically feasible. Also, to claim violation of rights protected by the Regulation, the data subject may address the National Supervisory Authority for Personal Data Processing (ANSPDCP) or the courts.

4. Data Protection Officer

In accordance with the provisions of the Regulation, CNPR has appointed a Data Protection Officer at the organizational level and provides multiple communication and information channels regarding the Regulation: email: protectia.datelor@ro.post, web: www.posta-romana.ro, call center: 021/ 9393.

5. Personal data security

In accordance with the provisions of the Regulation, CNPR makes constant efforts, on the one hand, to ensure an adequate level of security and to reduce/eliminate risks that may affect the personal data processed and, on the other hand, to maintain the ability to ensure confidentiality, integrity, availability, and continuous resilience of processing systems and services.

6. Risk management

Regarding risks, CNPR takes into account especially risks presented by data processing, generated especially accidentally or illegally, by destruction, loss, alteration, unauthorized disclosure, or unauthorized access to personal data transmitted, stored, or otherwise processed.

7. Data security breach

Data security breaches will be communicated by CNPR within the deadlines established by the Regulation, without unjustified delays, to all involved parties as indicated by the Regulation. 5. Security of information transmitted through the website www.posta-romana.ro

CN Posta Română SA se angajează să asigure cel mai înalt standard de securitate referitor la sistemele proprii, dar și dumneavoastră, în calitate de utilizator final, jucați un rol important în asigurarea securității informațiilor transmise pe Internet. De aceea vă rugăm să vă asigurați că:
• utilizați programe anti-virus și asigurați-vă că acestea conțin cele mai recente actualizări
• folosiți opțiunile de securitate ale sistemului de operare
• sistemul de operare și browser-ul dumneavoastră sunt actualizate cu ultimele patch-uri de securitate
• faceți tot ce vă stă în putință pentru a preveni accesul neautorizat la PC-ul dumneavoastră, și asigurați-vă că nu sunteți urmăriți de alte persoane atunci când desfășurați activități confidențiale prin intermediul PC-ului dumneavoastră

• evitați folosirea rețelelor Wireless nesecurizate ("open access") sau a celor ce nu prezintă încredere
• recomandăm ca atunci când se accesează pagini web pentru plăți online să aveți deschis în browser doar acea pagină.
